I suppossed that it´s an idiom, an idiomatic expression.

There's no context!

I would expect to see this expression w in sentences such as:

"Rates aside, what about the rent?"
"Talking about delivery, and leaving rates aside (for the moment), when...?"

The first is the 'catastral' meaning,i.e. a property tax paid to the local government and the second is the 'precios' or more precisely the 'tarifas' meaning.

Note that your expression is often used with 'leaving' as in the first example.
