It's a hot dog with chili
(hamburger, spices) on top of the hot dog. I have only seen it in the U.S.

Chili is a Texas dish, it is a meat sauce with beans, tomatos and plenty of spices, it nos not necesarily hot.

It is a great meal!

Perro caliente o hot dog con chili would be the best translation, as chili here does not refer to hot pepers, but a particular dish.

¡Aunque mis colegas latinoamericanos no me crean, en Argentina se llaman "panchos"! pero salvo a los locos como yo se les ocurriría comerlos con salsa picante...

Sugiero varias posibilidades: una es no traducir el término y explicarlo en nota al pie. En los dibujos animados de Hannah Barbera (referencia de la niñez)hay muchas situaciones cómicas con esta salsa, donde la voz en off dobla el letrero como "chile" o "chile picante" (con E). Provecho!
