The subject is Fireplaces. The owner's manual reads:
"If you have an outside air kit, the controls should be turned to the one half open position to allow both outside and inside air into the firebox to start the fire".

Hola. Upon what I gather from searches, you're refering to "outside combustion air kit" (link 1 shows picture of it...it's actually inside the fireplace! -things I learn!). You may find link 2 very informative. But check this site : (www.freddiemac.com/sell/consumerkit/spanish/121spn.htm), which says:"Verifique para ver si la chimenea tiene un REGULADOR DE TIRO... Las chimeneas más modernas pueden tener REGULADORES DE TIPO DE TAPA,... eficientes para el ahorro de energía". Does it sound familiar? "regulador de tiro" pops up several times (google it under regulador+tiro+chimenea) so I'd say you wouldn't go wrong with it. "de tapa" only pops up in link above, quite cool but I wouldn't risk betting on it, it looks like just one type of "regulador". Hope it helps, cheerio :)
