Hola Sergei!
Cargar y cobrar...depende del país, como siempre.
En la Argentina no se usa para referirse a precios.

"Cargar" significa llevar algo, poner algo (ej. cargar la bolsa con productos) También significa "burlarse de alguien, reirse". Pero NO se usa cargar un 10%, a veces se escucha pero en esas traducciones artificiales (calcos) por el charge.

Sín embargo sí se usa recargar. Como un agregado adicional a un precio. Ej. si no paga dentro de los xx días se le recarga el 10%.
