Entiendo que puede tener este sentido, aunque con la frase que das no me queda del todo claro:

front : 7 a : a person, group, or thing used to mask the identity or true character or activity of the actual controlling agent (Merriam Webster)


front organizations - organizations that provide respectable cover for subversive or criminal activities. The mafia, for example, conducts many of its operations under cover of apparently respectable businesses, which serve as front organizations.

Desde que el IRA dejó oficialmente las armas, no puede cometer atentados. Pero hay facciones del IRA que siguen utilizando la violencia. Son los disidentes ('splinter') del IRA Verdadero, por ejemplo, pero tal vez también haya gente vinculada al mismo IRA que firmó el acuerdo de paz que utilizando grupos tapadera esté promoviendo acciones armadas. Esto último es una hipótesis que se baraja cada vez que hay atentados, pero igual no tiene nada que ver con tu texto :-)

Un ejemplo de este uso, pero hablando de otros grupos también británicos:

"The Anti-‘Nazi’ League is a front group for the anti-British extremist Socialist ‘Worker’s Party. (...) They have to use a front group to get support because the things they really stand for are so unpopular."
