agree  nimrodtran: yo diría "los problemas que afectan" (por lo general, los "vulnerables" lo que suelen tener es problemas...

  -> Thank you, Nimrod. Actually, it is not quite clear whether the issues are being considered from the point of view of those who have the problems, or those who will address the problems. That is why i left it a little more up in the air.
