They're talkin about someone how is hard protected, hard to get to him, to cause him any harm, like a president or something. The complete phrase is: "he has the best protection in the world... three layers at all times"

Barreras de protección is used in the figurative sense for any level of protecction and is applicable to any sphere: from geology to politics,religion, security or psychology, through warfare or sport etc.
If you say capas, you mean coatings; if you say niveles, you mean levels. But barreras is all-embracing whenever the keyword is protection
"La manifestación iba protegida por tres barreras de seguridad"

anillos de protección

Hello. "Tiene la mejor protección del mundo...tres anillos de protección en todo momento". "Layers" bears the meaning of "rings", "circles" (anillos). "Layer" is used in the sense of , say, bulletproof jackets, the more the safer. One layer/anillo of cops close to the chap, another further away and then another watching over the whole thing from the attics, say. Exactly all that JFK either did not enjoy of or, if he did, then did not work at all. I would discourage the use of "anillos" alone, much better and explanatory "anillos de protección". Link 1 explains: "La Nación Digital. El Mundo... en conjunto. Las requisas, los filtros, los francotiradores y los tres anillos de protección, cuando Marulanda y el Presidente estén juntos, ..."
