It is a term related to litigation software support:
All the documents used in litigation are assigned unique identifiers. These identifiers owe their name to `Bate´band stampers used before. Now they are mostly applied as printed labels or assigned during scanning.This number will be used to access scanned images and for linking to a database where they may serve as a record identifier.

Identifiers may contain an alphabetic prefix representing some information, for example a source.A numeric box-number might be part of the identifier. The last part of the identifier should be a constant number of digits so that the pages are sequentially numbered, at least within a prefixed set. If pages need to be inserted within a sequential range, suffices may be used.

So:

Bates files = documentos númerados
Bates number = número/identificador del documento
Bates-numbered = numerado

Bates Number – A unique identifying number that was assigned by each producing party to each page of the tobacco industry documents when the documents were produced in litigation. These numbers can be used to search for documents in the 4B Index, the Minnesota Select Set, and on the Tobacco Industry Documents Web Site. Bates Numbers are either numeric or alpha/numeric. The name Bates Number comes from the name of the machine – Bates – that is used to stamp numbers onto pages of documents.

Algunas de las respuestas son muy completas en sus explicaciones; sin embargo en la traducción creo que lo más conveniente es "foliado" ya que de eso se trata llanamente, que las hojas se encuentran foliadas consecutivamente y lo de "Bates" sale sobrando ya que no comunica nada útil.
