Acabo de leer tu mensaje y me fuí al ol'good google. Si entendí bien, Upper division sería Nivel Superior y Lower Division seria Nivel Inferior. COmo sabes, los cursos en los Estados Unidos empiezan en 100 en el primer año y van subiendo a cada año. Vea abajo el (largo, me perdone) texto, sacado del sitio en referencia.

Community college transfers should also be aware that Washburn requires that the last sixty (60) hours of baccalaureate degree program must be completed at a four year institution. Finally, as a general principle, students should be aware that some departments may require courses be taken at the upper division level (300's-400's). Therefore, if your major requires a certain class that is upper division, care should be exercised in taking that class at a community college. for example, our School of Business requires a business law class and offers two options for its completion. While many community colleges offer a business law class, they are by definition lower division. Students will be required to complete an upper division class even if they have the lower division class at their community college. Again, as with the composition, the lower division class will transfer as an elective if students choose to complete such a class at their community college.

Aprovecho de los términos provistos por traduzir, para añadir que lo de los "special problems" se refiere a los estudiantes y no a los niveles (ni tampoco a cursos de esos niveles).
