This apostrophe (') follows a letter that requires an accent over it.

There are several types of answers to the first question:

"Si, hay una playa en mi ciudad,"
(Yes, there is a beach in my hometown.)

"Si, hay una playa en mi ciudad que esta' cerca de mi ciudad."
(Yes, there is a beach that is close to my hometown.)

"No, no hay una playa que esta' cerca de mi ciudad ni esta' en mi ciudad.
(No, there is not a beach that is either close to, or in, my hometown.)

The second question also warrants two answers:

"Si, voy para alli' en el verano."
(Yes, I go there in the summer.)

"para" must be included in order for the sentence to make any sense.

"No, no voy para alli' en el verano."
(No, I don't go there in the summer.)

The third question can be answered as follows:

"Voy con nadie."
(I don't go with anyone), or . . .

"Voy con ...," (I go with . . .) and then name who it is that you go to the beach with.

The fourth question can be answered as follows:

"No hacemos nada cuando vamos a la playa"
(We don't do anything when we go to the beach.)

Nosotros . . . (describes what it is that you do) cuando vamos a la playa.

(We . . . when we go to the beach.)

The nosotros is optional in this case because it will be already understood by the listener.

As you can see the answer to the fourth question depends on what it is that you do when you go to the beach and wherewith whomever it is you go.
