Se me presentó el mismo problema al realizar una documentación.

El Hazard es considerado en este contexto como "el fallo o la desgracia en concreto".

Por ejemplo "Hazard Insurance" es "seguro contra siniestros" (Ver
www.dallasinfoespanol.com/glossary.html ) aunque a veces también se usa como seguro contra riesgos (equivocadamente a mi modo de ver, ya que "no me aseguro contra un riesgo, sino contra un siniestro").

En el mismo sentido se usa "Hazard Analysis".

El fundamento de mi respuesta se encuentra en un trabajo en el que traduje varios documentos relativos a EHSQ (Medio ambiente, salud, seguridad y calidad) de una importante empresa.
En ese documento se definían 'hazard', 'danger', 'risk' y otros términos asociados -que transcribo para aportar contexto-, de la siguiente forma:

Hazard
Potential for damages. As a rule, the damages involve human health and/or the environment and physical assets.
Danger
A hazard that coincides temporally and spatially with humans, the environment and physical assets.
Risk potential
The risk potential is the component of the hazard potential that has impact. The level of risk potential is also determined by the type of the hazard and its source.

The hazard potential is determined by the thermodynamic state and by the amount of the substance.
Risk
A risk is defined as the probability of an incident’s occurrence multiplied by the potential extent of damage. The probability of occurrence may not be quantifiable; it may only be ascertainable only qualitatively or semi-quantitatively.

A sudden and undesired event that has a negative impact on production, the environment, safety, or the value and image of the company (for example, accidents involving death, substance/energy releases, criminal actions, nature-related incidents, etc.).

Es particularmente interesante aquí la clara relación que se establece entre 'hazard' y 'danger'.
De acuerdo con estas definiciones, traduje 'hazard' como:

Hazard = fenómeno peligroso

además de las traducciones usuales:
Danger = peligro
Risk = riesgo

Pienso que de este modo se refleja adecuadamente la mencionada relación entre 'hazard' y 'danger'.

Explanation:
En tu texto se puede cambiar "hazard" por "malfunction" (=fallo). Lo que hace que el fallo sea peligroso es que ocurra en un mal momento (=inoportuno). En mi opinión, la ecuación está coja si no incluye este factor y debería haber dicho "hazard (loss of hydraulic power at the wrong moment). Aparentemente el autor lo ha sobreentendido, pero se ha olvidado de que un fallo mecánico no constituye de por sí un hazard. La aería puede ocurrir en tierra, o sobre terreno amigo.
