Explanation:
Hola, trabajé como traductora para el doblaje de películas y video muchos años por lo tanto estoy segura de lo que te digo.

"Voice over" es la superposición de voz. Es decir, eliminas la voz de la persona que está hablando en el idioma orginal (por ejemplo, bajándole el volumen a la cinta del audio) y luego superpones la voz doblada. El efecto es como si el personaje hablara en el idioma doblado. Puede tener un efecto sincronizado con los labios o no.
"Voz en off" es cuando no hay un personaje y se escucha una voz hablando, sin indicarse la procedencia. Por ejemplo, en la pantalla se ve un jabón y una voz (en off) dice: "Jabón Pirulín, para Ud. el mejor".
