A group of respondents have identified problems in different administration areas, the one in question reads as follows:

Technical assistance. "Armchair" administration - no sense about the reality of the situation on the farm level.

I get the meaning but do any of you know what we would say in spanish?

Explanation:
Algunas veces he oído la expresión "de salón" para referirse a alguien que hace las cosas sin estar en contacto con la realidad.

En mi diccionario aparecen las expresiones "de salón" y "de café" en la expresión "Estratega de salón/café". Personalmente prefiero "de salón", ya que "de café" me parece algo coloquial.
