English, especially legal terms, is often phrased in strange ways. My reading of this is:
"es razonable prever que no pondrá en peligro la seguridad de otros"...etc.

Te doy otra opción, a ver si sirve dentro de la oración completa, y con los ajustes de tiempos verbales que correspondan:
... que razonablemente no pueda preverse que ponga(n) en peligro la seguridad de terceros, cause(n)...

Explanation:
"Fehaciente" quiere decir "comprobado";
"prever razonablemente" indica analizar lógicamente las PROBABILIDADES de que algo ocurra. De hecho, cómo prever en forma fehaciente?
Si dejas tu auto abierto y con las llaves puestas en un callejón oscuro de una ciudad con alto nivel de delincuencia, puedes razonablemente prever que te lo van a robar. Pero podría ocurrir que no te lo roben.
