I imagine that’s what your text refers to, although it’s a little harder to imagine with “dunes” than with the other features used in the examples (lakes, trails, etc.).

The only other alternative I can think of is if the dunes are being supported or protected with timber (wooden structures), in which case you would have to say something like “revestidas con madera/vigas.” You’ll really have to look at your text, but without further context, I’d be inclined to the first interpretation, just because it’s more “touristy.”
