The sentence would be along the lines of: hemos preparado libros blancos mediante los cuales hemos analizado todas las opciones legales..." As for political agenda, I would translate "hemos sugerido algunas estrategias tomando en consideración (or tomando en cuenta) la dirección política" Political Agenda translated as Agenda Política is too literal and is not a term used in a political sense in Mexico (at least), so I would translate it as dirección política or simply "política gubernamental actual".
