English term or phrase: cornmeal
My bread had been dusted with cornmeal before baking.

Explanation:
This is the best term and most widely used as a definitive term for corn meal.
In english we don't say "corn flour" it is actually meal because it is not as finely ground as flour.

Harina de maiz

Explanation:
For the use you have to translate, the proper term is "Harina de maiz". In Spanish we do not have a word for "meal." Although meal is coarser than flour,"Harina", it is used for dusting the dough before is baked, especially on the side against the baking pan. I hope I have shed the final light on your decision.
