I know that they are talking about persons receiving benefits but I do not know what the abbreviations are. Can anyone recommend a dictionary with Spanish abbreviations?

Cuando de derechos y prestaciones se trata me parece que es un contexto más afiliado a la ley y los derechos que tienen quienes habitan en determinada jurisdicción y bajo determinadas circuntancias.

Los derechohabientes eventuales urbanos (aquellos sin derechos constitucionales por ley pero ocasionalmente en poblaciones urbanas y con derechos derivados de estarlo)

Los derechohabientes Constitucionales
(aquellos con derechos constitucionales irrestrictamente de donde habiten)

Lo de derechohabientes me hiere algo!
Quizá lo de "urb" se refiera a "urbano", de "urbanización" (reparto, comunidad).
Y "const" se refiera a "construcción", "xxx construido"
Digamos que en un 1er caso se refiere a quien arrienda, por lo de eventuales, y el 2do a quien construyó, es dueño.
Ojalá las elucubraciones al respecto sean atinadas. Suerte!
