Eight years ago a team of 12 research scientists were brought together to begin work on an exciting new chapter in hair research. Headed by Bruno Bernard, the Hair Biology Group has been hard at work studying the unique aspects of pluri-potent stem cells · cells found in the human hair follicle.
The hair stem cell research, not to be confused with the controversial embryonic stem cell hot button · may one day revolutionize the hair-care industry. Researchers have already identified uncoded or dormant stem cells that can be sent molecular receptors · messages that will trigger them to grow either hair or skin. These findings were recently published in the American scientific review, Differentiation (ref. Differentiation (2000) 66:157-164).

Explanation:
"stem cell" es célula germinal. Investigando un poco en google he llegado a la conclusión de que la traducción correcta (en vez de "célula germinal pilosa") sería "germen piloso".

Célula del tallo capilar


Explanation:
Esta sería la respuesta literal. Aunque tratándose de algo referente al pelo y a su crecimiento, podríamos hablar de "célula del folículo piloso". El folículo piloso es la base en la que se origina el pelo. Espero que le sirva.
