Si se utiliza el significado de "on the hoof" como "sin planificación" tal como aparece en algunos diccionarios, el primer ejemplo que coloqué diría: "No puedes alimentar a un millón de personas sin planificación" lo cual suena lógico. Pero no es igual a decir "gente que no planifica / gente precipitada". Si tuviéramos el párrafo completo sobre sociología se podría interpretar mejor.
