"cover plate" = placa de cubierta, tapa, cubierta protectora

Efectivamente, la placa no es la detectora, sino que el detector está cubierto con una placa. Lo que yo no podía decidir era Pull off, pues en el mismo documento han usado reiteradamente REPLACE, y no entendía por qué, de pronto, no usaban REPLACE, sino PULL OFF.

Explanation:
Pull off is, usually, "quite", "arranque" o "retire". Since "arranque cuidadosamente" has a slight oxymoron ring to it, I prefer the following option:

"Cuidadosamente retire la placa detectora de cobertura pero a no más de 20mm"

or

"Cuidadosamente, retire la placa detectora cobertora". Ugh!
