English term or phrase: extenuating
En un manual sobre medidas de seguridad ante la radiación, me encuentro con el término " extenuating" en un contexto que no entiendo completamente.
Se trata de una lista de procedimientos de emergencia ante incendios, explosión o tornado.Entiendo que un tornado o un incendio se consideran " extenuating circumstances". Pero cómo traducirlo? ¿Agobiantes?

Le he dado un "agree" a alguien porque dice que extenuate es mitigar, disminuir y ahora veo que Bertha dice que un tornado o un incendio son "extenuating" circumstances, pero cómo un incendio es algo que mitiga o atenúa? no capto bien entonces el significado.
