English term or phrase: The vacuum pulls in the fuel pump diaphragm ...
The main problem I have is with the word "pulls in". This is part of the Theory of Operation of a fuel pump of an outboard motor which operates with the pressure and vacuum of the crankcase.

succiona, introduce, arremete

Explanation:
I would use arremete. Phrasal verbs can be complicated, as in this case. You wouldn't want to confuse with inhala, jala (pull), jala hacia adentro, they would be too literal and would miss the point.

Best of luck!

atrae

Explanation:
De acuerdo con el diccionario Wordnet 1.6

attract, pull, pull in, draw in -- (direct toward itself or oneself; ``Her good looks attract the stares of many men'' )

quedaría entonces: "El vacío (o "la succión") atrae el diafragma de la bomba de combustible"

Buena suerte
