Biocidal action = Acción pesticida o acción insecticida. If the context refers to steel mills: Blooms are short(in length) square solid pieces. Billets are also short but cylindrical pieces. Bellow and Clowers are quite different things: Bellows are shaped like the "bends" you find in accordions. There are, for example, expansion joints shaped like bellows.
