Explanation: Reglamentos de Construcción (para Zonas Residenciales)... these codes usually state that you can't build a fence around your house, or the fence cannot be higher than x meters, the distance from one window to the neighboring building/construction must be at least x meters, etc. In the US, they obligate residents to mow their lawns, keep their yards clean, not park in so and so spots, etc.
If you would prefer a more general term, Código de Desarrollo Residencial, Código Residencial. As for enforcement, I would suggest "aplicación de" in lieu of "ejecución" since "ejecución" has the connotation of the the code being legally enforced through a court of law, which may not necessarily be the case.
