Explanation:
It really depends on the context. It is the boss. In medicine, the hospital superintendent is often a medic who is also the administrator. There is however also a Director of medical services.

In a School, you would called him el director, but it could also be el Jefe Administrativo or even the Superintendente.

Superintendente is however used more for financial/legal contexts e.g. La superintendencia de Bancos is the institutions that overseas the fiscal activities of banks.
