It refers to a Standard Test Method. Return Loss Testing of VHLP Antennas.

"EQUIPMENT SET-IP
1. Set up the chosen electrical equipment (item 1) as per 10020003-14.
2. Connect the microwave equipment as per Figure 1. Use the equipment supports to for a stable arrangement *clear of the bench*.
3. All hardware must be tightened using hard tools and 3.5 mm connectors must be torqued using the torque wrench supplied with the connectors."
