If you are refering to the shelf that goes behind the back of the backseat and the back windhshield, it is called : repisa para equipaje. It is not a bag or "bolsa", which would apply to an attachment that is sometimes found behind the back of the front seat and is, either a bag made out of netting material or it is a sort of compartment that opens when you pull out on the back of the seat.
