RTS Index fell 55% in the month, reaching the local trough on October 25th at 549 (the level seen last time in August 1997), then the market changed direction and rallied over the last week

Kommentar: Ordagrant översätts det väl "lokal svacka" men jag har sökt på uttrycket i olika former och hittar inget stöd för att det faktiskt används när det gäller index. Hur skulle ni översätta det?
