The particle "ng" could be used if the word "maghahari" is used to indicate the function of a root noun (i.e. "will act as ruler of"), while the particle "sa" could be used if the word "maghahari" was used as a conjugation of a root verb (i.e. "will rule the"). Also it is more commonly preferred to use "ng" in this case as it does not necessitate the ruler to be physically present in the world that is being ruled (e.g. divinity); whereas the use of "sa" suggests that the ruler is physically present and/or is an organic component of the world the is being ruled (e.g. royalty, heads of state, heads of industry, etc.)
