The author watched the propeller's disk of an old small plane and heard the sound of polished wood against cool air, shuffled with the engine's slow chaffs.
...salab kab siang khryang yon khyn long naj changwah cha cha.
Explanation: This is a tough one. "Chaff" seems to be used not literally, but to describe the harsh, loud then soft sound of the engine. There's a sense of a complaining or argumentative sound. Maybe it should have been "chafe." I suggest you forget any literal rendition of the words, imagine a small plane revving up - the rush of air and the harsh sound of the engine - and just describe that in your own words. My answer above sounds clumsy even to me. Sorry, no font.

I think it means the engine' exhaust, not its sound.
