English term or phrase: Bunting at a fete
'Village Fete British Street Party Theme Party Paper Pennant Bunting Decoration'. Here are the two words in context. A fete here means (UK use) 'A public function, typically held outdoors and organized to raise funds for a charity, including entertainment and the sale of goods and refreshments: e.g. a church fete. In the US the word means a celebration or festival. 'Bunting' in the context means
1. A light cotton or woollen cloth used for making flags.
2. Flags considered as a group.
3. Strips of cloth or material usually in the colors of the national flag, used especially as drapery or streamers for festive decoration.
It is the third meaning I'm looking for in Turkish.
A newspaper headline about April 10th - the celebration of the founding(?) of the Turkish police force, supposedly to bring the common people nearer to the police force, these hostile headlines appeared in at least one newspaper:
Turkish police can't hide brutality behind balloons and bunting.

Explanation:
It is not all too common to come across "bunting at a fete" in Turkey. At least, not in this sense of the expression. The only "bunting" that I remember happens within the context of politics. Therefore, it has a somewhat negative connotation, in my opinion.

Atil's answer with his discussion note has given me all I need. Clearly, bunting & fetes are not the positive thins they are in the UK. In the US they have ticker tape for political festive occasions. Bunting is used in street parties, at birthdays & in general celebrations.
It is interesting that Atil uses the term 'polluting the environment':- another negative (semi-humorous?) connotation.
