Hacker is genrally understood in Vietnam as is. Tin tac literally means the information (or information age--as in Vietnam computer sciences are called informatics after the French fashion) thief. Both of these can be used and often interchangeably in the same context.

Explanation:
Again, Anh Pham is correct, the 50+ software engineers, Website designers and translators here all transliterate the English. Most were confused by "tin tac". Within the IT industry, "nguoi hacker" would be well understood, but less so in the general community.
