Persian (Farsi) term or phrase: مسکنی
Greetings,

As in “سلول مسکنی”.

I hope I am right in thinking that it is an adjective in itself rather than مسکن plus indefinite ی.

All the best, and many thanks,

Simon

PS Again, just to be on the safe side, let me give the whole paragraph.

درمدتی که در ۲۰۹ بودم، به خصوص اوایل که بازجویی داشتم، وقتی که حالم خوب نبود یا بینیم خونریزی می‌کرد، فقط در داخل سلول مسکنی به من تزریق می‌کردند. کل روز خواب بودم. مرا از سلول خارج نمی‌کردند یا به بهداری منتقل نمی‌کردند…

No it is an Arabic term from the root of SAKANA which means anything which makes you calm but in here it is a DRUG used to make the prisoner calmer.

a pain reliever

Explanation:
Yes, this phrase contains the word "مسکن" (mosakken) meaning a drug that reduces pain, and an indefinite "ی".

Keep in mind that the word "سلول" is not related to "مسکن" and there can be a comma after the word "سلول".

سلول is a room on a jail in which prisoners hold segregated, WARD.
درمدتی که در ۲۰۹ بودم، به خصوص اوایل که بازجویی داشتم، وقتی که حالم خوب نبود یا بینیم خونریزی می‌کرد، فقط در داخل سلول مسکنی به من تزریق می‌کردند. کل روز خواب بودم. مرا از سلول خارج نمی‌کردند یا به بهداری منتقل نمی‌کردند
by the time I was in 209 particularly at early times they inquired me, when I wasn't at mood or I had nose bleed, they injected a CALMATIVE DRUG to me only at ward. I was slept all the day. they neither let me get out of ward, nor transfer me to a health house.
