It looks Estonian to me (or, maybe, Finnish - they are related). Yes, Estonia used to be a part of the USSR (or Russia as people from the West prefer saying), but their language is not even close to Russian. I'm not an expert in Finnish, and there are errors in the text. You will probably get a better translation from the Finnish group. But here's a rough guess:
