Law/Patents - Law (general)
Finnish term or phrase: konsumoitua / konsumoituminen (law/permits)
From a discussion of administrative permits and the associated legal praxis:

Yhden hankkeen tarvitsemien useiden lupien välinen suhde voidaan systematisoida riippumattomuussuhteena, edellytyssuhteena tai konsumoitumisena.
Konsumoitumisesta on kyse silloin, kun yksi lupa tekee toisen luvan tarpeettomaksi.

This description makes sense to me, but I still don't know what the standard English equivalent of "konsumoituminen" is (if there is one).

It fits with the Finnish explanation you have. But of course I am totally unsure.
