I apologise for asking this in English. I do not speak Finnish.

Could somebody explain, what this (most probably translated from) Finnish title means in practice?

Any comments in English, German or French would be much appreciated. Thanks in advance!

The Finnish title is metsäneuvos.

Eg at the Ministry of Agriculture and Forestry we have a counsellor like that, so he is a civil servant, ie a government official. At the ministry there are the following titles: a minister, chief secretary, head of department, and then various units. Metsäneuvos is a head of a unit.

Usually he is not called Counsellor of Forest Economy, but Senior Forestry Advisor is a preferable title, as counsellors mostly work for the Foreign Ministry.

It's complicated, but I hope this helps you understand the title.
