I don't know, how it is called in Swedish, but I try to help a little. 'Skimmaus' comes from English. Here's one sense of 'skim' from Word Reference: '1. (tr.) to remove floating material from the surface of (a liquid), as with a spoon: to skim milk.'

'Skimmausjäte' is the waste produced in metallurgy when some metals like zink and lead are made by floating method. See reference.
