agree  writeaway: yes, but since this is a Federal govt. text,and Belgians do have a word for pro forma and temporary, I'd tend to go more towards the word 'pending' or maybe even 'interim'. pro forma +temporary are too 'definite' as terms./maybe transl.probs from Fr?

  -> Thank P. Is 'temporary' too definite??? This may be an official Belgian government text, but "wachtdocument" is used in it in inverted commas. Surely that implies that it is not an official term.
