French term or phrase: garde dans ses replis
This academic text discusses the concepts of solidarity and autonomy in health care provision. Can anyone help with a translation of 'garder dans ses replis'? Thankyou in advance.

Dès lors, lorsque l'autonomie est affirmée, c'est dans une acception qui inclut la solidarité.
On a deux valeurs non exclusives mais on constate que la mise en avant de l’une garde dans ses replis la présence de l’autre.

These are two non-exclusive values but in the promotion of one we find the underlying presence of the other.

English translation:retaining an element of the latter
Explanation:
we find that promoting the former implies retaining an element of the latter

"promoting" rather than "the promotion of", as a verbal noun is more natural in E while nominalization ("la promotion") is more French.

Asker: Thankyou, I don't think the 'former' and 'latter' is right because it seems that it could go in both directions. I might use 'retaining' though.

carries in its wake

Explanation:
Would this perhaps convey the idea of one concept trailing the other along? "Keep in its folds"... could perhaps be a remote option.

smuggling the other in with it

Explanation:
You cannot promote one without it smuggling the other in with it.

Retaining the idea of the second being concealed within the first.

"Smuggling" does imply that it is deliberate; but, as a value can't have agency, it is clear that this is a figure of speech and not to be taken over-literally in that respect. I think that "l’une garde dans ses replis la présence de l’autre" works in a similar way.

Asker: Thanks for the suggestion, I have a little doubt whether 'smuggling' implies it is done deliberately.
