"hotbed" is good, too, but it often has negative connotations
Two definitions of hotbed:
1. an environment for promoting the growth of something, esp. something unwelcome (e.g., hotbed of vice).
2. _breeding ground_, fertile source.
Words like "nursery", "nurture", etc. also spring to mind.
Another point: in this particular context, maybe it's more true to say that the bagad is a breeding ground of Breton musicians_ (rather than the music itself)?

I would use ferment ; it qualifies a process of active development, sometimes disorderly, and I think this is well in line with the French meaning.
