I think your second example is a red herring --- surely it just means 'tolerance when new'? What we need to know (probably!) is WHAT it is that needs protection? I suspect Mools may have the right idea, though it might be at component level instead...

Here is one other place where "� neuf" is used within the document: Il doit respecter les efforts du (trade term) pour une tol�rance � neuf de �25%.

You really need to give us a bit more to go on... OK, it's a heading on its own --- but what is the surrounding text talking about? There must be some clues! I've come across this sort of thing concerning plastic bumper / grille parts...?

I'm thinking it could be something to do with the coatings used to protect vehicles prior to delivery (applied to windscreen, etc.) - stuff that need to be removed before the car hits the showroom floor, for example.

Guesswork though I'm afraid....
