I think (not seeing the rest of the text) that the sense is that there is an effort to delay a macro-economic reaction which includes encaissement and decaissement. Investments and contrary uninvestment (withdrawal). Take the example of Un moteur va se caler (stall) si on pompe trop d'essense au demarage.
Or Je suis caler. Je n'arrive pas a finir mon gouter. I'm 'stalled' I can't finish my snack.
