This is more a query regarding the meaning of the phrase, which eludes me.

It is from a declaration form on the compliance of packaging with applicable norms. One of the norms is NF EN 13428 on Prevention par Reduction a la Source. In a footnote after this norm is the following:

Dans le cas où le fabricant de l’emballage en est le concepteur, il établit la partie de la documentation technique relative à la prévention par réduction à la source.

Dans le cas où le fabricant de l’emballage n’est pas le concepteur et fabrique selon un cahier des charges descriptif, **ce cahier des charges peut représenter pour lui le point critique, dès lors qu’il exerce, en tant que professionnel, son devoir de conseil vis à vis du concepteur**. Il appartient au concepteur (conditionneur ou distributeur dans le cas de MDD) d’utiliser la norme pour démontrer la démarche de prévention.


Does it mean that although the manufacturer is not responsible for compliance with norms, this is only if he advises the designer in the event that he receives non-compliant specifications. i.e. he doesn't knowingly manufacture something that would breach the norms?

Or something entirely different?
