This is from a tender document:

"Dahir du 12 Août 1913 formant Code des obligations et des contrats"

I'm puzzled by "formant". Does this mean that this Dahir itself "constitutes/is" the Code of Obligations, or it's the Dahir "implementing" the Code of Obligations?

Similar to the German phrase "Verordnung zur Umsetzung/Ausführung des..." ("ordinance for the implementation/execution...").

The Sept. 12 date mentioned at the link is when your Aug. 12 dahir was promulgated, or issued, I suppose.
