@philgoddard, if I were a translation agency and one of my translators posted on a public website the name of a person in an official government document, I would never send that translator another job. It's not really relevant that the name may be of a public official. These documents have personal information in them, and are to be kept confidential. When I post regarding these documents, I keep this in mind.

There is just the trouble with my conseiller général theory that Paris does not have a conseil général. It has le Conseil de Paris, which is: "l'assemblée délibérante de Paris, possédant à la fois les attributions d'un conseil municipal (Paris en tant que commune) et celles d'un conseil départemental", according to https://fr.wikipedia.org/wiki/Conseil_de_Paris . Although the Conseil de Paris includes the functions of a conseil général in addition to being a conseil municipal, it would be odd, in an official document, to mention the name of an administrative entity that does not exist.

Initials? I have no idea. There is nothing like it on a similar document in my files. You could call l'état civil at the mairie du 7ème tomorrow and ask what it means.

Only found one entry on the internet for that name, but not with helpful info. It's apparently a very uncommon name.

Haha, yes I know conseil général is irrelevant. I was just expressing the (sometimes) futility of the search for the meaning of initials/acronyms. I hadn't thought of searching on the name. I'll do that.

A conseil général has nothing to do with a wedding in France. Perhaps this adjoint au maire is also a conseiller général, but you have blacked out the name, so we can't check that online. The name of an adjoint au maire can't be confidential.
