I think "traffic calming" is perfectly standard in the profession, and I would venture that it is not the same as traffic reduction, though in the long term it might amount to the same thing.

"Traffic reduction" implies reducing the numbers of vehicles (by whatever means). I think "traffic calming" implies reducing the speed/noise of traffic. Of course if people can't get to where they want to go so quickly, they'll take an alternative route (or go by bus), so the number of vehicles drops.
