A bit more context: This comes in a series of messages that the program has available to display on the user's computer screen. The other messages around it are things such as: warnings that the total length of spans comes to more than the overall length of the bridge, warnings that span lengths over or under a certain metrage are uneconomical ... . So, I wonder whether this is saying that the span length is not a very bright choice, ("Come on, you can do better than this!" perhaps)?

is how I would understand it, without fuller context. The quote marks are theirs, I take it. I imagine the "engineering skill" involved will depend not just on the span but on the technique (slab deck, girders, suspension, cable stays, etc.) and materials (concrete, steel, prestress, etc.).

That's what I mean by "will depend on". For some types of bridge 260m will be a lot, for others not.

Another possibility is that they are referring not to a dimension but a field in the academic sense.

"technique" doesn't imply anything positive or negative, but the context would seem to indicate this.
