I guess the document comes from Algeria; le CPW is normally followed by the name of the wilaya (province); it's the way to name the person representing the province

neutral  Tony M: Yes, but how does that fit with the form of address "Mr le CPW"? Had it been 'Messieurs', at least, I would have understood that; but moneiru in the singular seems to say the least curious?
