This is in a document explaining the layout of a yard and in this case the different rooms required for radiographic testing of welds.
It defines a "chambre claire" where the films arrive and are fed into the development machines. The "IN" part of these machines is in the "chambre claire" and the "OUT" part opens into the dark room through a passage in the wall. At first I thought of "film handling room" or something like that but there is also a separate "X-ray viewing room" and "X-ray interpretation room".

Remember FR often describes the form where EN describes the function — in terms of form it is a 'light' (= not-dark) room; in terms of function, it is for film loading etc.
